Amazon recently announced it is hitting the pause button on its $2.5-billion second headquarters project in Arlington County, Va.—delaying indefinitely the start of the program’s 2.8-million-sq-ft second phase, known as PenPlace. But work has begun on plenty of other notable construction projects in the MidAtlantic region. The 2023 ENR MidAtlantic Top Starts ranking includes 21 projects worth $7.3 billion, up 37.7% from the top 21 projects on last year’s list, which was valued at $5.3 billion. This year’s ranking catalogs projects that started substantial construction in 2022 and are in Delaware, Maryland, Pennsylvania, Virginia, West Virginia and the District of Columbia. Last year’s set of projects represented a 17.2% decrease from the top 22 projects on the previous year’s list.

This year’s top project is a $750-million mixed-use complex in South Philadelphia, called Broad & Washington. The $306-million first phase, which includes 600 apartments across four interconnected buildings and 50,000 sq ft of ground-floor commercial space, is anticipated to be completed in 2024. It will be the largest project in the U.S. to date to use prefabricated load-bearing wall panels as a structural element for Class A housing. That will save “25% on hard costs versus traditional concrete and steel construction for high-rise buildings under 20 stories,” according to a press release announcing the project’s groundbreaking.

The minimum value of projects on the 2022 ENR MidAtlantic Top Starts list is $163 million, an increase from the $150-million minimum on last year’s list. The rankings are compiled using information from Dodge Data & Analytics as well as details provided by industry firms and other sources.
